ANALYSIS
Barner was waived off Tampa Bay's IR on Oct. 11. His presence at Tuesday's workout indicates he has moved on from the undisclosed injury he was dealing with. The 33-year-old suited up for three games with the Bucs and saw four carries for zero yards.

Barner sustained an undisclosed injury in a mid-August practice session, and had to sit out Atlanta's third preseason game against the Jets. The week prior against the Dolphins, he performed well as the primary punt and kick returner, while also tearing off a 37-yard catch and run that nearly resulted in a touchdown. Largely serving as a special-teams contributor throughout his six-year career, Barner broke out in 2017 with 8.9 yards per punt return (11th in NFL), but last year managed just 4.1 yards per return on seven totes.
Barner has illustrated better health by playing 13 games each of the last two seasons, but had an ugly 19.4 average on 10 kick returns with the Eagles in 2017. The 28-year-old's potential value on returns could give him a slight leg up over Cameron Artis-Payne for the role of Carolina's No. 3 running back, but Payne is clearly the more apt between-the-tackles runner.
The undersized Barner has yet to stay completely healthy over a full NFL season, but he did play in a career-high 13 games for the Eagles last year, so at least he's trending in the right direction. Primarily a third-down back, he has tremendous burst and straight-line speed and can be dangerous in the open field, but inconsistent hands prevented him from carving out a regular role on offense in Philadelphia. That skill set did allow him to be an effective kick returner late in the season, when he averaged 30.8 yards on nine returns. Barner heads to a Chargers team looking to replace Danny Woodhead, so if he can show improvement as a pass catcher there could be plenty of targets available. He has a lot to prove before he'll be a useful fantasy asset, though.
Barner spent a majority of the 2015 season deep in the backfield mix for the Eagles while the trio of DeMarco Murray, Ryan Mathews and Darren Sproles left little room for Barner to bust onto the scene. With Murray's departure this offseason, Barner has the opportunity to move up a spot in the pecking order, which could call for more touches throughout 2016, especially on passing downs. The 27-year-old appeared in 10 games last season, carrying the ball 28 times for 124 yards and hauling in nine catches for 22 yards on 12 targets.
A former Oregon standout for Chip Kelly, Barner was acquired in a trade from the Panthers for a throwaway conditional seventh-round pick in the 2014 preseason before an ankle injury resulted in an injury settlement. Re-signed in the offseason, Barner will hope his quickness and pass-catching abilities earn him a roster spot. Despite playing on a 2014 Eagles roster lacking running back depth, the third-year back has yet to see the field in Philadelphia, so he's not likely to make an impact. He would likely require a big preseason to earn a 53-man roster spot, but Philadelphia might keep him on the practice squad to call up in the event that Darren Sproles gets hurt.
The small - 5-9 and 196 - Barner was hampered by foot and ankle injuries in a rookie season with Carolina where he saw only six carries for seven yards. He had a look with the Eagles this summer, but was eventually waived/injured.
Barner is a lightning-fast rookie out of Oregon's speed offense who could see a role as a reserve running back and contribute in the return game.
